Letter To Planning Department

Kevin Finn

Derbyshire County Council

Shand House, Dale Road South

Matlock

Derbyshire

DE4 3RY

Planning Application no. CW2/0708/56 – Sheepbridge Resource Park

I am writing to register my strong objection to the building of a hazardous waste gasification/incineration plant on Dunston Road in Chesterfield.

The technology proposed by the newly established company is untested and unproven. There are no long term case studies on the health effects of these processes, while every day more and more evidence is coming to light of the harmful effects of airborne pollution from industry and traffic.

The site is:-

o too close to residents. There are 19 schools and around 30,000 people living within just 2 miles of the proposed site. Do not gamble on the lives of all these people.

o in close proximity to many farms, livestock, fisheries and allotments, so there is a real danger of the dioxins entering our local food chain.

o bordered by greenbelt land and protected woodland, threatening the devastation of all the wildlife in the area and risking further contamination of our watercourses and food chain from the movement of this wildlife in and around the site.

o too close to existing businesses that will move away, leading to hundreds of job losses and difficulties attracting any future investment.

The waste, coming from a 30 mile radius, will need to travel past many schools, through small villages and country lanes to reach the proposed site – this is unsafe, unnecessary and unacceptable.

Everything we have heard from the company Cyclamax has not provided us with any reassurance at all – we do not trust this company to be running such a hazardous process, where profit and money-making will come before public health and safety.

We urge you to do everything in your power to ensure this proposed technology is not given permission to destroy a whole area of Chesterfield and North East Derbyshire – where no one will want to live, work, visit or invest.

Please keep me informed of all developments and opportunities for further public consultation.

Yours faithfully

Important!

It has been brought to the attention of CAI that assertions, regarding professional integrity, have been made against Kevin Finn, the DCC case officer.

CAI wishes to make it clear that we do not endorse these views. We have always found Kevin Finn to be helpful, courteous and professional.

CAI pride themselves on running a campaign that relies on facts and truth which can be supported, referenced and evidenced. We have no reason to doubt the professionalism of Kevin Finn.

We understand that this planning application concerns very emotional issues for us all, however we request that people respect the position of Kevin Finn, as an impartial case officer, who has to do his best to weigh up both sides of the case in order to write his report to the planning committee.

With Thanks

CAI

Reasons Why It’s The Wrong Site

The site for the proposed incinerator is on Dunston Road in Chesterfield.

Around 30,000 people and 19 schools (not including pre-schools and nurseries) are within a 2 mile radius of the site – so thousands of people are at risk if this MASS-EXPERIMENT goes wrong!

The roads surrounding the site are in some cases no more than country lanes (Dunston Lane and the Cutthorpe end of Dunston Road), while roads around Sheepbridge and Whittington Moor roundabout are already heavily congested. The roads are simply not safe or suitable for the increased volume of traffic, particularly HGVs – the plans indicate at least 1 HGV every 10 minutes. Drivers already ignore the weight restrictions on Dunston Road and Dunston Lane, and surrounding villages like Barlow, Unstone, Holmesfield and Cutthorpe would all suffer from an increase in HGVs, as drivers follow their sat navs through the quickest route.

The site borders open countryside, greenbelt land and agricultural land. There are numerous farms (and allotments) in the surrounding area which will be at risk from dioxin contamination. Wildlife that inhabits and surrounds the site will be destroyed, including nearly 300 square metres of protected woodland.

The open countryside and surrounding villages will be destroyed for the many people who visit and enjoy the area.

A brand new office development is next door to the proposed site, and many other hi-tech/service-based businesses along Dunston Road and on the Sheepbridge Trading Estate. Many of these companies have already said they will move away if planning permission is granted, and they certainly wouldn’t have located here if the plant existed. So hundreds of jobs will be lost and many more future jobs, from the difficulties that will be faced from trying to attract future investment. We have already been told that if the incinerator goes ahead the proposed EcoDome in Unstone (which already has planning permission and will bring many jobs and visitors to the area) will not go ahead

Reasons Why It’s The Wrong Technology

We strongly agree with the principle that we all need to do something to reduce the amount of rubbish that goes to landfill but the solution proposed by Cyclamax is not the only way we can tackle this problem, and certainly not the best solution.
Cyclamax’s approach has a small element of recycling (only 17%-20% of the waste they accept will be recycled) and a large gasification/incineration plant (for the remaining 80% + of the industrial waste)
The technology proposed by Cyclamax is untested – only 2 plants with the same technology exist (although not owned by Cyclamax): one is in Iceland (much more sparsely populated than Chesterfield!) which has only been operational since 2005, and the other is in Dumfries (a smaller scale plant, in a more rural location that is still to become operational) – so there are no long term/real life health statistics from either of these cases.
Cyclamax have never operated a gasification plant before. They were only established in 2006 and this was the first planning application that we are aware of to be submitted.
Safer and greener technologies are available, including composting, anaerobic digestion and plasma gasification which burns waste at a higher temperature, with less emissions and no ash.
We also need to tackle the source of the problem – the basic principles of REDUCE, REUSE, RECYCLE should apply as much to businesses as it does to the public – manufacturers need to be encouraged/forced to produce less non-recyclable waste and use less packaging. Businesses need to take more responsibility for their waste, just as householders have had to do, and they need to be encouraged to segregate and recycle their waste as much as possible. Other countries and cities around the world are either working towards and in some cases have already achieved a ZERO WASTE status; while this may seem too ambitious for this country there is so much more we could be doing to catch up.
However, even if a safer/greener technology was proposed we still strongly believe that Dunston Road is the wrong site for a waste management facility of this scale.
